On 1 January 2010, ASEAN Australia New Zealand Free Trade Agreement has entered into force in the Philippines after President Macapagal-Arroyo signed the Agreement.
John will speak about the general benefits of AANZFTA and will provide an overview of what AANZFTA offers in terms of the wider Australian trading relationship with the Philippines. He is also going to discuss what the Agreement means for the export of Queensland goods and servicfes to the Philippines.
About the Speaker
John is the new State Director for DFAT Queensland, taking up this position in November 2009, moving from his equivalent position from South Australia.
John has served with DFAT on several overseas postings, a few of these were: as Australia’s High Commissioner in Trinidad and Tobago; Deputy High Commissioner in Honiara; and as a Chief Negotiator for the Australian-led Peace Monitoring Group on Bougainville.
In Canberra, John’s placements have included: as Director Australian-Indonesia Institute; Deputy Director Papua New Guinea Section; and Executive Officer East Asia Branch.
AANZFTA and AANZFTA’s Export Documentation explained
The ASEAN Australia New Zealand Free Trade Agreement has come into force in the Philippines on 1 January 2010 along with Brunei, Burma, Malaysia, Singapore and Vietnam and, Thailand on 12 March 2010. Cambodia, Indonesia and Laos are working to complete their internal requirements at the earliest possible opportunity in 2010.
Mr. John Michell, Queensland State Director, Department of Foreign Affairs has briefed the Queensland business community at the Chamber’s First Mondays Networking Event on 7 June 2010. Mr. Michell provided the overview of the Agreement and said that the Agreement covers around 70 per cent of Australia's trade with ASEAN countries with which Australia do not have bilateral FTAs.
The agreement includes:
- The immediate elimination of a 10 per cent tariff on $9.6 million of Australian processed cheese exports (in 2008) to Malaysia
- The immediate elimination of a 5 per cent tariff on $7.2 million of exports of fresh grapes to Malaysia
- The immediate elimination of a 3 per cent tariff on $22 million of wheat exports to the Philippines
- The immediate elimination of a 5 per cent tariff on $3 million of sheepmeat exports to the Philippines
- An immediate expansion from 7 to 36 subject areas that Australian education providers can deliver in Vietnam.
In addition to commodities, the Agreement with the Philippines also includes certain professional and education services.

The success of AANZFTA depends primarily of how exporters prepare their export documentation to gain the maximum benefit of the Agreement such as the elimination of tariffs. Mr. Michell’s briefing was followed by a presentation by Ms. Diana Gueorguieva, International Services Advisor from the Chamber of Commerce and Industry Queensland, covering AANZFTA’s Certificate of Origin, General Rules and changes to Tariff Classification. Fair Work Bill – Preparation for now and the Future
